The highway travels in a west-to-east orientation from Sandridge, South Carolina, Sandridge, which is approximately southeast of Holly Hill, South Carolina, Holly Hill, to a point approximately south of Cross, South Carolina, Cross. Route description SC 311 begins at an intersection (road), intersection with U.S. Route 176 in South Carolina, U.S. Route 176 (US 176) in Sandridge. The route heads northeast, and then east to its eastern terminus, an intersection with South Carolina Highway 6, SC 6, south of Cross. The South Carolina Department of Transportation (SCDOT) is a government agency in the US state of South Carolina. Its mission is to build and maintain roads and bridges and administer mass transit services. By state law, the SCDOT's function and purpose is the systematic planning, construction, maintenance, and operation of the state highway system and the development of a statewide mass transit system that is consistent with the needs and desires of the public. The SCDOT also coordinates all state and federal programs relating to highways.
